Oddly enough, having a salary cap and a draft system the way it is with the worst teams getting the best picks, that's already intended to spread the quality around and avoid a monopol. In other sports without a salary cap, the richest teams are always among the best teams due to being able to pay higher salaries. The NBA is quite good in that respect. However, in both sports, a club's reputation is important as well and the Lakers are an interesting team to be on for any player just because of their legacy. That's what keeps the Knicks in the running for Lebron. It's impossible to fix that--fixing the bad officiating would be easier, and that's already quite the task.
