That's a good question, especially in light of the fact that most of the offenses in college football run passing based attacks. Could be what Alby said. On average there are a couple of really good quarterbacks that come out of college every year. Safety may not be far off from that number.
Of course this is not a perfect example since safeties don't typically regress like you see some quarterbacks do (Freeman and Sanchez come to mind). You would think there would be more dominant players.
