Kawhi is now threatening to sit out next season so the offers are going to be a lot less than that.
Not hating that the Spurs are having problems since Duncan retired. Always thought their rep was built entirely on their insane lottery luck. The Mavs could have done what they did too. Putting Parker and Ginobli around Duncan isn't hard. The Mavs could have put Dirk and Nash/Kidd around Duncan and dominated just as much.

Its been more than that though. They have done relatively well in the draft and have had success in free agency as well. They got lucky getting Duncan.....but they did what other teams couldn't do. Sixers had to keep tanking and sit their young players so they could tank. Spurs never "tanked". They drafted well with what they had which is tough when you have a star who's going to guarantee you a playoff spot. So you have to hit on late round picks and value them and they've done that. Let's not forget how they even got Kwahi. They traded him for George Hill which no one even really though twice about because Leonard was so raw but he turned into one of the best players in the league.
