THE White House claims it has disrupted at least part of an al-Qa'ida plan to attack the US ahead of the November 2 presidential election but warns that other elements of the plot may include assassination attempts on congressional leaders.

US President George W.Bush's top domestic security adviser, Frances Townsend, told an interviewer yesterday that the threats to the US went beyond the financial centre targets identified last week in Washington, New York and New Jersey.

Ms Townsend said intelligence pointed to possible attacks on the US Capitol and on members of Congress.

A Time magazine report on the threat to Congress said the FBI had recently warned a congressional leader that he and other top legislative officials could be targeted by al-Qa'ida in Washington or on their trips around the US.

But Ms Townsend said she believed the actions of US, British and Pakistani officials in the past few weeks in arresting senior members of al-Qa'ida had disrupted a planned strike that might have involved Wall Street and Citicorp in New York, the World Bank and International Monetary Fund in Washington and the Prudential offices in New Jersey.
