You have four teams tied for the #3 seed. You break the tie, and the winner gets that #3 seed. Now you have three teams tied for the #4 seed. You break that tie, and the winner gets the #4 seed. Now you have two teams tied for the #5 seed. You apply the two-team tiebreaker.
