Um, I do not believe that is correct.

The Clippers can't offer the most money because they have to sign Brand FIRST, before signing Davis, because his cap hold is so huge as a free agent. Thus they are bound by their own cap situation.

Although after thinking about it I guess that's basically the same thing. Renouncing him just means they can sign Davis first.
