I agree with Mavdog on this. And since I don't
ever agree with mavdog on anything on this board, it might be significant. oh, wait - I can't say that portland is better (whew, that's almost a disagreement). In San Diego, you can learn to surf during the span of 1 semester, and it's a few minutes from Mexico.
