I doubt his actions were racist. They just appear to be really short-sighted. He should have been able to tell within a few minutes whether this was an elaborate hoax to get out of a ticket. His first clue should have been parking at the emergency room. He showed as little human reasoning skills as a machine. He's definitely a candidate for being replaced by one of those red light cameras. More automation, less human interaction.
