Edit: yep, I stand corrected. Looks like they do it through all 14 lottery picks. Call me grumpy, but really fucking stupid they apply one way of tie breaking for playoffs and another for this...no consistency, though I guess their thought was it might detract tanking, which you'd have to reallllly convince me it does anything to that effect.
