HE CAN'T BREAK THE BANK. HE CAN PAY THE MID LEVEL EXCEPTION. THAT IS HIS BIGGEST SALARY SLOT THAT HE CAN GIVE IN FREE AGENCY. HOW IS THIS HARD TO UNDERSTAND?????????????
