I´d say the best ever debut was "Are you expirienced" by the Jimmy Hendrix Expirience.

As for HipHop debuts I´m surprised no one has mentioned the `94 debut of NAS yet, "Illmatic". Produced by Premiere this one was an instant classic. Definitly one of the best hiphop Lp´s ever.

A very good recent debut in rock/britpop was "I should coco" of Supergrass in 94/95. And yeah the self titled StoneRoses LP was pretty good too.
