Regular set top box that you have now if 5 bucks a month.

HD only box is 10 bucks a month.

HD + DVR box is 13 bucks a month.

So yeah, you can get HD with no DVR. If you have the DVR, you have HD.

It'd be kind of silly to get the HD box and not get the DVR box, I think.

As far as the non-encrypted HD channels, as far as I know you can't get them through Verizon. My friend just used over the air HD for a while, but would almost certainly have to put up an external antenna for that.
