This is a world, we can not understand. Not to justify anything, but it simply is something completely different. I had the chance to talk to a lawyer who holds the position as a public servant at the German Bundeswehr and he is frequently sent to Afghanistan.
So, for example, Taliban "police" has to take care the men´s beards are long enough. The beard must be as long as a mans fist. If not, the men are arrested so that the beard can grow while injailed. When it is long enough they are released and can walk away without parole.
It simply is a weird part of the world.
