what?
it's not a "flaw in our system", it's merely an illegal worker who has used a ss account to try and remain undetected. the employer is doing what they believe is following the law and paying the fica amounts they are required to pay for the employee.

they are illegallly working, they don't get their money back.

at the same time, those who claim that illegal workers don't pay taxes are wrong.

read up on the braceros, also called the emergency farm labor program. it was in effect from around 1942 until the mid 1960s.
