It has to do with the rules each state sets for prioritization. The cdc set recommendations, but states make their own rules. The stories I’ve seen have been about New York. Apparently Cuomo wanted healthcare workers to be the absolute priority, even though more lives would be saved by vaccinating the elderly and people with conditions. In Texas the elderly and sick are on the same level as healthcare workers, so no doses have been going to waste.
