Normally it's July 14. Teams can start talking to FA's July 1st. But because of the new CBA teams can't start signing FA's until the new CBA is finished and signed and time has been given to digest the changes. This is estimated to be about July 22 unless the new CBA is delayed.

BTW no one can realease the FA's to save on the luxary tax until the CBA is finalized. I guess they could release them now, but I doubt anyone will before they know all the fine print in doing so.
