Question for you, if you indeed an expert in this area. This is a serious question, just want a straight up answer.

Does Billups fall under the Bird Exception rule, if the Pistons knew that Billups was NOT going to re-sign with them, and they wanted Harris in a sign and trade deal. Which then also means that when a Billups is traded, his Bird rights are traded with him, and his new team can use the Bird exception to re-sign him?
