Pulp Fiction is allright. It's cutesey. It defined Tarantino Cool, but Pulp is pulp.

Shawshank as the best film of the 90's?
Maybe I'm a sucker for epics, but Braveheart, Private Ryan, Schindler's List, even Dances With Wolves (though Costner himself is now such a beat-down it can be hard to watch that movie) are all at times better than Shawshank.
