Winning the lotterry- The chances are better that Redd stays. With the #1 pick, they really have a shot to rebuild quickly. Look at it like this -

Inside ...Bogut? 4.2 ...Gadzuric (resign) 4 ...Smith 6.4 ....(Booth) 6.4
Swing ... Redd (resign) 10 ...Mason 7.3
PG ....Williams 1.8

After signing both Redd and Gadzuric, they will still have around 10 million left in cap money (depending on cap), to add outside FAs. If they negotiate both deals very early but save the actual signings of both players til they add the outsiders, they even have more to spend on outside FAs (maybe another 7 million) because the cap holds will be pretty low.

Redd has already said he'd prefer to stay in Milwaukee. With a strong plan to rebuild such as that, they likely have no problem at all with keeping him. They will be able to add #1 pick, Redd, Gadzuric, and 2-4 solid-to-excellent outside FAs. (The MLE that can be spent on any one player looks like it will be under 4 million in the new CBA - so if the Bucks have 17 million, they can possibly get 4 pretty strong players if they work smartly - lots of teams wont be able to match a 4M offer... or 3 offers at 5.7 will dominate those with only the MLE to spend)
