This follows what I was saying above. Chigurh is death to almost eveyrone he comes across. But, to the sheriff, he is just a "ghost". He actually said this. The few people who have seen him and lived were told "you did not see me". If you watch again, note the way the scene is filmed. You see the sheriff as if Chigurh is looking straight at him in the doorway.
