If the guy starts spamming up good threads he will/should be banned. I don't think a 20 post minimum to start new threads will scare off any good new members, but I do agree that a minimum post count of 100 would be too much. 20 posts allows the person to realize what's thread worthy, cuts down on spam, and makes them look around the forum before posting a thread that is similar to an existing one.
