I think the gate revenue in the NHL is comparable to the NBA. Also in the NBA they have all the exceptions, and a luxury tax for going over the cap. There is none of that in the NHL. The cap is extremely rigid.
The TV money is where the leagues differ. The NHL has almost zero tv money involved compared to the NBA. The arenas are for the most part full, however. And that has been enough to raise the cap every year since its introduction I guess.
Also...in the NBA, ,they're giving the same amount of money to like 12 guys...in the NHL you've got 20-something guys, and guys on two way contracts in the minors. So the money, while comparable on the whole is being split among more bodies = (much) smaller salaries.
