I'm not exactly sure what your first question is asking.

For the second question, the "view" counter isn't uploaded immediately and you should see it change in the next day or so. Also, they have said that it sometimes gets stuck for quite awhile around the 300-400 range and aren't sure why, but will eventually start counting like normal.

youtube has never officially explained what constitutes as a view.. Myspace, for instance, gives you a "view" every time you refresh a page or a "play count" every time you play a song. You could sit all day and keep playing two songs over and over and spam your play count as high as you want. YouTube, on the other hand, has never explained if theres a limit to how many views will count from one computer in a certain amount of time. It's believed that refreshing a video over and over does NOT increase the counter.
