@ Bernados: I´m not 100% in this license stuff, but there is no salary cap in german Soccer. It is not really necessary. German Soccerclubs have to provide enough money to get through the season, otherwise they are fined by the league ( depends on if the League ( DFL )likes you ). So the clubs have to send their files to the DFL to get the license for the new season. Then the League idiots give you all clear or send you on parole. When you sin aginist the requirements, the League punishes you. Most common punishment is the deduction of points, so that you have to start the new season with some - pts. The clubs on parole undergo a 2nd licensing procedure in fall.
The max. amount of debts is capped at 500. mn. €. When the 36 clubs break this cap, the League takes action. Starting with 2012/13 it will be verboten to spend more than cleared. Hope this is correct.

Current debts in Euro-Soccer:

Bundesliga: 580 mn. € ( S04 with way more than 100 mn. )
Seria A: 1,8 bn. €
Primera division: 2,8 bn. €
British Premierleague: 3,8 bn. € ( Manchester United & FC Liverpool combine for 1bn.+ alone )
