let's take it to the base though, why stop at the "Democrat approach of negotiating and sanctioning and allowing and hesitating" as the reason for the scandal? Isn't the root cause the failure of the Republicans to remove Hussein during the first Gulf War? Clearly there would have never been an oil for food scandal if Hussein had not been left in power thru the 1990's...

No, the blame for the scandal (as the Volcker report concluded) was the lack of appropriate oversight by the UN, and a group of people who saw an opportunity to profit tremendously from the sanctions by giving kickbacks to Hussein for the chance at the $.
