It says
games among the tied teams, i.e. how each team fared against the other three.
Unless I made a mistake, it looks like this:
UTA: 7-3
PHX: 6-5
HOU: 5-6
SAS: 4-8
so Phoenix would have HCA over Houston, and Utah would have HCA over San Antonio.
