New rules to speed up and increase scoring

1)Speed up the shot clock change it from a 24 second shot clock to a 16 second shot clock.
2) Start calling three seconds in the key. It almost never gets called.
3) Change the five second rule to three seconds to make a move to the basket.

Hopefully teams will stop the two man game and scoring will increase instead of going down.
