I know that LeBron is good and all. That said, Rose has made some stupid decisions in the final minutes and Chicago is generally pretty bad when it comes to scoring.

Oh it makes perfect sense. The whole world hates Heat to begin with anyway. With the Mavs, which are the epitome of the good guys, so close to the finals, Stern can only lick his chops for a "good vs. evil" finals.

"Economic" reason. Not "movie-script good vs. evil battle" reason. If Stern is manipulating results (he's not, that's ridiculous, but let's assume he is), he's doing it for dollars and cents. Chicago is a massively bigger media market. They have more fans nationwide (it's probably not even close given the initial bandwagoners who grew attached in the 90's, but that's certainly anecdotal).
There's a reason people say the league wants Boston vs. LA every year. It's not because of Kobe vs. whoever. It's because those are two of the 5 biggest media markets in the country, and the ratings dwarf any other combination, no matter who the players are.
