If I was Oden, my only three choices would have been Phoenix, Miami and Dallas. Probably in that order. Phoenix for the obvious reason that they have the best medical staff in the NBA, Miami for the reason that he chose them for, and the Mavs for the #2 medical staff. I don't blame him for going after the ring and honestly, basketball-wise that's probably at least as good a situation as we could have offered. No-brainer for Greg unless he was a huge Mavs fan as a kid or something.

Suns were frontrunners for me by a mile. Medical staff, much less media attention and if he thinks he's got anything left he could even have been a star on that lottery team.

The reason he hasn't been signed:
Every team knew that Minny was going to match the offer. So there was no bid in making a bid + tying up your money for a week. Now, everyone has already used their capspace so Minny is just kind of sitting there knowing they are the only ones who can sign him and the price is in the court.
Besides had the Mavs tried for Pek, then some of the ones: Calderon/Ells/Ellington/Harris/Dalembert would not be with the team.

The price isn't entirely in Minny's court. They've got to make a big enough offer that Pek won't just take the qualifying offer and become a UFA next summer.
And it's entirely possible that the delay is because of some ongoing S&T talks.

Everything is still in Minny's hands. Yes Pek has to agree to anything because he does want to play next year but Minny has all the leverage. And even if he becomes an UFA, he still would make more with Minny than anywhere else.

Minny has leverage now, in that Pek (and his agent) assuredly would rather not have to call Minny's bluff by taking the qualifying offer (assuming that, and not a possible S&T, is the hold up). But if it does get to that point, they'll have a very unhappy player and agent on their hands, and the only leverage they'd have would be the ability to overpay him to try to head off the imminent defection of a fed up Kevin Love. Bottom line: Pek taking the qualifying offer is not even remotely in Minny's best interest, and because of that they absolutely do not hold all the cards.
