I think I just thought of the answer...
An odometer.
Makes sense to me at least.
If that's not it, age is something that goes up and doesn't come down. What is white and round related to age.
Edit: Now that I think about it, only the last dial of an odometer is white. I guess that's probably not it. Although it still could be I guess.

my favourite:
a hurricane. white - check (well, from orbit or on a meteorological map anyways). round - check. moving up - well, moves polewards most of the time, which could constitute as going up, but not coming down (depending on your relative position)
a mushroom cloud would be another posible answer, but since clouds are ruled out...

Ok, when you say "what is white" the understanding is that the item in question is white most if not all of the time.

You need to add holes to the barrel to drop from 20 to 15. (I would think that works).
