Due to Dallas, New Orleans, and New York being over the cap, the 15% trade rule is invoked. Dallas, New Orleans, and New York had to be no more than 115% plus $100,000 of the salary given out for the trade to be accepted, which did happen here. This trade satisfies the provisions of the Collective Bargaining Agreement.
Why Dallas does this:
They get P.J. Brown, who I think is worth more than a Van Exel. The guy constantly makes one of the all-defensive teams every year. He's a good rebounder and a decent inside scorer.

Why New Orleans does this:
They have a glut in the front court with Campbell, Brown, Nailon, and Magloire. They've already talked about moving Campbell as he's in the last year of his contract and they have Magloire to replace him at center. They've always needed a stud shooting guard and get that in Sprewell who'll replace Wesley in the starting lineup and gives them one of the best backcourts in the east with Davis.
