Should've been more, with at least a couple of games' suspension.
What he did was: 1) questionable (suggest that Howard hit Bowen outside the rules in order to draw a technical), and 2) bad advice (develop a thuggish image for Howard, when he's obviously not that kind of player) whether Cuban discussed it with the media or not.
If he was foolish enough to discuss his malfeasance with the press, then he was practically begging to be fined.
For him to come out with little blog-whine about the unfair treatment by the league is just him generating more publicity for himself by putting on the persecution cap.
Top 10 Things Cuban Should Do:
1) Shut up.
2) Fire Nelson.
3) Hire an experienced GM.
4) Pay smart dollars for 2-3 tough, physical, experienced veterans who will, within the rules, protect more skilled players like Finley and Nowitzki from rough-house treatment.
5) Buy a karaoke bar where he can be the center of attention 24/7.
6) Get a decent haircut.
7) Work with a trainer and a nutritionist to lose some of that breast fat.
8) Take his turn on Queer Eye for the Straight (?) Guy
9) Establish a $1 Million reserve fund from which he pays any league-imposed fines each year, with the remainder being donated to various charities at the end of each year. What he's doing now is just using charitable organizations to grandstand about what a swell guy he is while thumbing his nose at league authority.
10) Write me a $1 million check for my PR advice.

I like Mark's money. However, I believe the Kiki is right. Cuban should immediately be suspended for what he said. There's no place for a player to say something like that, but to hear an owner say that is totally unacceptable.

IMO, Mark is openly saying what plenty of other owners say behind closed doors.
That doesn't necessarily mean the action in question was "the right thing to do", but I LOVE that he is so REAL, so up front and honest - even on something like this.
