WASHINGTON - The nation's poverty rate rose to 12.7 percent of the population last year, the fourth consecutive annual increase, the Census Bureau said Tuesday.
The percentage of people without health insurance did not change.
Overall, there were 37 million people living in poverty, up 1.1 million people from 2003.
Asians were the only ethnic group to show a decline in poverty — from 11.8 percent in 2003 to 9.8 percent last year. The poverty rate among the elderly declined as well, from 10.2 percent in 2003 to 9.8 percent last year.
The last decline in overall poverty was in 2000, when 31.1 million people lived under the threshold — 11.3 percent of the population.
The number of people without health insurance grew from 45 million to 45.8 million. At the same time, the number of people with health insurance coverage grew by 2 million last year.
Charles Nelson, an assistant division chief at the Census Bureau, said the percentage of uninsured remained steady because of an "increase in government coverage, notably Medicaid and the state children's health insurance program, that offset a decline in employment-based coverage."
The median household income, meanwhile, stood at $44,389, unchanged from 2003. Among racial and ethnic groups blacks had the lowest median income and Asians the highest. Median income refers to the point at which half of households earn more and half earn less.
Regionally, income declined only in the Midwest, down 2.8 percent to $44,657. The South was the poorest region and the Northeast and the West had the highest median incomes.
The increase in poverty came despite strong economic growth, which helped create 2.2 million jobs last year.
"I guess what happened last year was kind of similar to what happened in the early 1990s where you had a recession that was officially over and then you had several years after that of rising poverty," Nelson said. "... These numbers do reflect changes between 2003 and 2004. They don't reflect any improvements in the economy in 2005."
Tim Smeeding, an economics professor at the Maxwell School of Syracuse University, says the nation has experienced a shift from earnings income to capital income and capital gains, which aren't reflected in the Census Bureau's latest numbers.
"Most of that growth in the economy over the last couple of years has gone to higher income people and has taken the form of capital income — interest, rents, dividends," Smeeding said.
The poverty threshold differs by the size and makeup of a household. For instance, a family of four with two children was considered living in poverty if income was $19,157 or less. For a family of two with no children, it was $12,649. For a person 65 and over living alone, it was 9,060.
The estimates on poverty, uninsured and income are based on supplements to the bureau's Current Population Survey, and are conducted over three months, beginning in February, at about 100,000 households nationwide.
The only city with a million or more residents that exhibited a significant change in poverty level last year was New York City, which saw the rate increase from 19 percent to 20.3 percent.

I know that some prefer to wallow in superflous invective, but the above Census Bureau report begs the question: just why is the poverty rate increasing?
Why are there more Americans today who live below the poverty line than lived below the poverty line last year (and the year before that, etc), and why has the median income not shown any increase over the last year (meaning that real income has declined)?
It couldn't be that the recent economic policies have penalized the lowest income households to the benefit of the upper income households, right?
maybe they have.

Except even now it's the same or lower than it was in 6 out of 8 years of the bee-yoo-ti-ful, all-caring democrat administration. For people and families it's lower than it was for 6 of 8 years of the utopian bubba administration. uh, dude, the figures you provided show the number of households living in poverty<u> decreasing </u>from the mid 90's until the trend reversed itself and began to <u>increase</u> in the early 2000's (which coincidently coincides with the arrival of Bush in the White House...)

Class of 2005 improves in math but still trails U.S. averages overall

AUSTIN – Texas students have slipped further below the national average on the SAT over the last decade as they missed solid performance gains – especially in math skills – registered by college-bound students across the U.S.
A report released Tuesday by the College Board indicated that the class of 2005 in Texas rebounded slightly in math on the SAT, but not enough to make up ground lost over the last several years on the college entrance exam.
The average math score in Texas was 502 – a three-point increase over last year – while the average verbal score remained unchanged at 493, the same figure recorded in five of the last six years.
Nationally, students averaged 520 in math skills – up two points from last year – and 508 in verbal skills for the second year in a row. A perfect score on each section is 800.
A new writing section debuted on this year's SAT, but high school seniors were exempt. The national average for juniors taking the new writing test was 516 out of a possible 800 points. State scores were not available Tuesday.
Beginning next year, results in math, verbal and writing skills will be reported for high school seniors in all states, with scores ranging up to 2,400 instead of the long-standing perfect score of 1,600 on the SAT.
State Education Commissioner Shirley Neeley on Tuesday highlighted the improvement by Texas students on the math section of the SAT this year.
"We're pleased to see SAT scores rising for our Texas public school students, even as the number of test takers increased by nearly 4 percent," Dr. Neeley said. "We continue, however, to see a significant achievement gap between groups of Texas students."
Minority students continued a long trend of lower scores on the college entrance exam in Texas and the U.S. In Texas, black students averaged 427 in math and 426 in verbal skills, while Hispanics averaged 458 in math and 447 in verbal skills. Those numbers significantly trailed scores for white students: 534 in math and 527 in verbal skills.
Since 1995, average SAT scores in Texas have gone up one point in math and dropped two points in verbal skills. By contrast, the national averages have risen 14 points in math and four points in verbal skills.
College Board President Gaston Caperton said this year's math scores are the highest on record and continue an upward trend that began in the early 1990s.
But, the former West Virginia governor added, "The relatively flat trend in verbal scores indicates what we have observed for years – the need to redouble efforts to emphasize the core literacy skills of reading and writing in all courses across the curriculum starting in the earliest grades."
College Board officials noted that the math gains came on the heels of an increased number of students taking more demanding courses such as pre-calculus, calculus and physics.
Besides the new writing section – which features an essay and multiple-choice questions – the new SAT also includes shorter reading passages and questions derived from third-year, college-prep math. Analogies and quantitative comparisons were eliminated from the exam this year.
Nearly 1.5 million high school seniors took the SAT, including 133,115 public and private high school students in Texas. That was about 54 percent of the class of 2005 in Texas.
In California, where about 50 percent of seniors took the SAT, the average scores – 522 in math and 504 in verbal skills – were well above those in Texas.
COMPARING TEXAS AND THE NATION
While Texas SAT scores have held steady over the past 10 years, the nation has recorded steady progress. A perfect score on each section is 800.
