He's not being racist. He's simply stating Rice is just a "yes person" because she is, and thats why she got promoted even though she did pretty terrible at her old job. She's going to go along with Bush no matter if she agrees with it or not and thats why her and rumps are staying even though they're not qualified for their respected jobs.
