But seriously, Silver has to punish Knicks. Common punishment for tampering is second round picks. If those picks were the ones Pistons got, then that trade is invalidated and Knicks don't have the room to sign JB. What happens then?

They lost FIVE first rounders at first, but the league eventually returned two of them. So three first rounders in the end. The league came down on them HARD. I guarantee if the league treated tampering that way, the shit would calm down quick.
