Maybe it would help if I added another quote from the same speech:

Man, this speech is just gold. Kerry being the tough foreign policy guy. Go get 'em! If not for Howard Dean, Kerry could have easily used this speech to show he's a serious foreign policy guy. Hell, it could even be used to differentiate himself with Clinton among swing voters in the post 9-11 era. But now, it makes Kerry look like a joke. Sometimes, the career politicians are just too funny.
