That's Mark Fallowell ... he was a local radio personality (The Ticket) before leaving to cover the Mavs. He's a young guy ... and you're right .. he's good.

Unless Dickau is doing something really wrong off the court or Cuban is really cheap with TAW, Dickau stays.
He's only played in 3 games of the pre-season but he's shooting 54.1% from the field (13-24) and 70% from beyond the arc (7-10).

Well, I’m 0-1. We had a terrific effort tonight. We really played hard. We were not executing well down the stretch. We had two out of bounds plays and an offensive foul and then we don’t execute well on our three point play. I take full responsibility for that. We will work on those two situations in practice tomorrow. I had a lot of fun out there, but I hate losing.
On his butterflies:
I’ve been in the league 16 years and have played in many pressurized games like the Finals to the big games in the regular season. So the butterflies went pretty quick tonight.
On what he liked tonight:
I liked how our rookie played in the second half. He struggled from the field a little bit tonight, but he did some nice things. I think we got a little winded in the fourth quarter. We had a lot of encouraging things that happened tonight. This was a very winnable game.
Mavericks Guard Jason Sasser
On the new faces and new rotations out on the court:
It's tough, but it just part of the business. All of these guys are very talented and once you get out there and start learning how other guys play, then you can get into a rhythm and start playing better together.
On playing the Spurs tough throughout the game, but came up short at the end:
We did a lot of positive things tonight. We kept the game close and did the best we could considering all the injuries.
On the Spurs taking advantage of the Mavs transition defense:
That really hurt us. AJ and all the coaches were saying that we were crashing the boards too hard and not getting back on defense and the Spurs got way too many easy baskets. We're just trying to work out all the kinks.
Spurs Head Coach Greg Popovich
On the play of Malik Rose:
He’s doing a great job. He is filling a role that we need and that is to rebound and defend. He’s hitting the pick and pop jumper. Doing the things that he does really well and limiting the things that he doesn’t do well. It shows us that he is playing a lot smarter than in the past. That will earn him some minutes for sure.
On the player additions from the off season and what the appear to help with this preseason:
I think that we added a couple people to a pretty veteran team, that will help us continue to play the defense we play and give us a little more punch at the offensive end.
Spurs Forward Malik Rose
On what he likes better about the Spurs going into this season versus last season:
More experienced. We had a lot of new guys last year, and a lot of new guys this year. The new guys from last year are a little bit more experienced. More experience is the main thing.
On if the young players minutes in the preseason translate into good preparation for the regular season:
Not really. It helps to some degree, but not to the total degree that you would like. A lot of times, they are going against guys that they won’t ever see again. So when they come to a situation where they need to guard a main threat, like a rookie like Romain Sato would guard Michael Finley. Tonight Michael Finley is not playing. It makes a big difference when you go against better competition.

Dickau hit 85.4% of his ft's in college(317/371) and is a 80% shooter in the nba (well, he only took 40)
edit: and 46.2% of his treys (215/465) in college

Since I watched the game on HDNet here is my take:
Josh, Dirk, and maybe Dickau were the only players that looked like talented players out there tonight. And Dirk played terrible. He wasn't getting his usual rebounds and wasn't really getting out on the break. Dampier and Harris have a long way to go imo. I hope it was just this game but they looked like average players. Booth played alright but isn't really anything special. So if the Mavs don't get healthy with Marquis, Stackhouse, and Finley this will be a long November. Start preparing yourself for it. It might get ugly.
One more note. I feel much more comfortable when Nellie or Donnie is coaching. It just looked chaotic out there.
