I guess you dont read anything, that economist is saying stop providing cash for food and drugs to governments but help build factories and a Market to sell their products. Why dont GM, Steel plant build factories in Africa. Train their people to work skilled jobs, unless the west thinks Africans are not smart enough to do technical jobs.
