I'm suprised that Scrooge and Mickey are that low.

Agreed. And some of these people arent even people...like King Kong, Loch Ness, Ugly Duckling, etc..
And im pretty sure Hiawatha was a real person so the list is quite flawed.
I also think GI Joe, Superman, Tom Saywer shiuld be higher and where is Rocky or Mario?
