Some deranged idiot opened fire in the Arkansas Democratic party headquarters today and killed a man. Arkansas state representative Janet Johnson cried and opined:

"This is like something you would see in New York or Pennsylvania or California, but not here."

What's that supposed to mean?

Meaning the crime numbers are higher in those states, or at least they are precived to be.
Also it sounds like the woman was in distress.
